Wynn Palace to Expand Amid Macao's Decreasing VIP Spending

Wynn Palace, part of Wynn Resorts, is set to expand with a new luxury hotel tower, recently greenlit by Macao authorities. This new addition will enlarge the property by 17%, increasing guest capacity by about 25%. Craig Billings, CEO of Wynn Resorts, highlighted that the resort's current near-full occupancy validates the expansion. Construction is slated to begin later this year with a completion target of 2028.
Non-Gaming Focus Expansion
The expansion of Wynn Palace includes constructing not just a hotel tower but also an 8,787 square meter theater and a 23,738 square meter event center. According to Billings, despite the lack of a new gaming area, this expansion could potentially boost gross gaming revenue by $400 million due to capturing existing demand.
Financial and Regulatory Context
Wynn Resorts will pay a land concession premium of 650 million patacas ($80.5 million) for the new development. Initial plans were proposed in 2023, revised in 2025, and finalized recently. The Secretary of Transport and Public Works approved the plans on the condition that no new casino space would be developed.
Challenges in the Macao Market
Despite increasing visitor numbers, Macao casinos are experiencing a decline in ordinary gaming revenue and VIP spending. The District Inspection and Coordination of Gaming recently reported a 0.1% decrease in Q2 gaming revenue year-on-year, dropping to just under $7.6 billion, partly due to the 2026 World Cup which shifted spending towards sports lotteries.
Impact of External Factors
Typhoon season is posing challenges for travel, with Typhoon Noul expected to disrupt shipping routes. Concurrently, the Macao Health Bureau is combating dengue fever and chikungunya, with over 7,750 breeding site inspections and more than 1,500 chemical treatments conducted.
These dynamics underscore the complexities of operating in Macao's currently volatile environment, as Wynn Palace moves ahead with its significant expansion efforts during these turbulent times.
