The FCA Advances in Transparency Reforms for the Stock Market
New FCA package aims to enhance transparency and data access in UK stock markets with the implementation of a consolidated tape.

The Financial Conduct Authority (FCA) has published a reform package to improve transparency and access to information in the UK stock markets. The package includes the creation of a "consolidated tape" for stocks within the next 18 months, a device that will simplify and reduce the cost of market data access.
Advances in Market Transparency
The UK stock market offers a wide range of trading options. Competition and innovation have brought significant benefits, but they have also increased fragmentation, making it difficult to obtain a complete view of trading activity. The "consolidated tape" will address this issue by gathering all trading information into a single source. This will facilitate access to market data, elevating transparency and promoting more effective price formation.
Monitoring Tools and Consultation
The FCA has launched a new market activity reporter while the consolidated tape is being developed. This tool provides daily visibility on UK stock market activity, improving the tracking of trading volumes. Additionally, the FCA has initiated consultations on market structure reforms, inviting participation until October 16, 2026. These consultations seek to evaluate how to monitor market quality and which indicators to follow.
Related Initiatives
The creation of the consolidated tape follows the launch of the consolidated bond tape in June 2026, which has registered over 1.6 million subscriptions. These initiatives are part of the FCA's capital markets reform program, focused on enhancing transparency and access to information. Feedback from the financial sector has been positive. Simon Walls from the FCA commented that competition and innovation remain strong foundations for a liquid and resilient market.
Expert Opinion
Adam Farkas, CEO of AFME, and Hugo Gordon from the Investment Association have supported the FCA's proposals, highlighting that these steps are practical and evidence-based for market reform. Experts emphasize that the FCA's approach strengthens confidence in the UK's capital markets, providing a more efficient and transparent structure that fosters investment.
Next Steps
The FCA is gathering feedback for consultations CP26/30 and CP26/31. After this phase, the FCA will proceed with selecting a provider for the future consolidated tape for stocks. David Raw, from UK Finance, highlighted the importance of continuing to build on the competitiveness and diversity of the UK market, looking towards further reforms that enhance transparency and price formation.
The "consolidated tape," by including pre and post-trade data, will be crucial in strengthening the price formation process and attracting greater investments to the country.
