Vicky Foxcroft Appointed as New UK Gambling Minister

Vicky Foxcroft has been appointed as the new minister responsible for gambling in the United Kingdom, replacing Baroness Fiona Twycross under Andy Burnham’s administration. Foxcroft, who represents Lewisham North, has previously served as Government Whip and Lord Commissioner of the Treasury.

Andy Burnham formed a new government in July 2026, following Sir Keir Starmer’s departure under internal and public pressure. While Burnham made several changes, Lisa Nandy retained her role at the Department for Culture, Media and Sport (DCMS), where gambling policy is housed.

Foxcroft's Background and Policy Focus

Before entering Parliament in 2015 for Lewisham, Deptford, Foxcroft was active in various shadow ministerial roles, including in the DCMS with an emphasis on civil society. She also dealt with work and pensions matters. In the political opposition, she questioned underage gambling issues in 2017.

Foxcroft's stance on gambling policy became evident following the Football Index collapse. She advocates for a public health approach to gambling laws, emphasizing the need to protect vulnerable groups while allowing safe gambling for others. Evidence-based regulation is her call to action, aimed at mitigating gambling-related harm and adapting to changes in online gambling.

Recent Government Initiatives

Prime Minister Andy Burnham has announced a consultation to discuss ending the 'aim to permit' rule and requiring planning permission for Adult Gaming Centres. Additionally, the Gambling Commission has appointed Sarah Fox from DCMS to oversee policy, research, and statistics, as well as regulate The National Lottery.

Industry's Reaction

Grainne Hurst, CEO of the Betting and Gaming Council, expressed support for Foxcroft's appointment, stating the Council's eagerness to collaborate with her. Hurst emphasized the industry's role in the UK economy and the importance of evidence-led policy following recent regulatory shifts. She highlighted the need to address the black market, which poses risks to consumers and does not contribute economically.

Hurst also appreciated outgoing minister Baroness Twycross for her constructive engagement with the industry, noting her genuine efforts to understand the sector.

Foxcroft's appointment aligns with a broader review of gambling policies in the UK, signaling potential shifts towards more stringent regulations to protect public health while balancing economic contributions.
