  • National Lottery sales in July–September fell £264.6 million year‑on‑year, a 13.4% decline, according to Gambling Commission data published on 3 November.
  • Mark Smith will leave his CTO role but remain Technology Strategy Adviser until June 2027; Richard Dawkins and Sarah Venning also depart.

Allwyn UK has removed three executive roles and created two new chief officer posts, effective 1 December, as National Lottery sales fell 13.4% year‑on‑year in July–September. The operator announced the changes on 5 November, two days after Gambling Commission figures published on 3 November showed sales down £264.6 million against the same quarter a year earlier.

Leadership change and new roles

Phil Walker, interim chief executive since 7 September, set out a top‑team redesign that ends the Chief Technology Officer, Managing Director Digital and Chief Strategy and Transformation Officer positions. Technology chief Mark Smith, digital managing director Richard Dawkins and strategy chief Sarah Venning will leave the business; Smith will remain on as Technology Strategy Adviser until June 2027. Dawkins departs in December after nearly three years, and Venning leaves at the end of November.

Allwyn UK told staff the new structure groups commercial, customer and technology capabilities around its Retail and Digital channels and elevates marketing. A new Chief Digital Officer will take ownership of digital products and channels, customer experience, technology, data, automation and AI, and the commercial performance of the digital channels; no permanent appointment was named. A new Chief Marketing Officer post will combine brand, marketing, creative, CRM, communications, product marketing, Winners' Services and customer experience. Stephen Taylor joins as interim Chief Marketing Officer on 17 November; he is founder of the advisory firm CMO Thrive and has previously worked with PayPal, Samsung and Nokia, according to the company.

Chief Impact Officer Alastair Ruxton will become Director of Social Impact and report to the chief executive, a role Allwyn says will create "even more compelling reasons for people to play." The announcement did not disclose any cost, severance or wider headcount figures.

Walker described the restructure as delivering stronger growth and "much clearer accountability for performance." The company's public leadership page lists 10 executives; three of the 10 posts are being removed under the new structure. The firm's 19 August announcement said a search for Andria Vidler's permanent successor was under way; Walker remains listed as interim chief executive.

Sales backdrop and public data

The Gambling Commission's official statistics for July to September, published on 3 November, show National Lottery sales fell by £264.6 million, a 13.4% decline against the same quarter in 2025. Payments to Good Causes for the quarter totalled £388.3 million, down 15.8% year‑on‑year. Sales fell 6.6% from the previous quarter.

Interactive Instant Win Games contributed to the year‑on‑year declines in both the July–September and April–June quarters. April to June had already shown sales down 12.5% and Good Causes payments down 22.2%, figures the National Audit Office will examine in a review of the licence award due in spring 2027.

Allwyn has cited a new Powerball game as partly offsetting the largest falls in EuroMillions and Lotto. The company launched what it described as its biggest‑ever festive campaign on 6 November; the October–December figures will be the first test of the new team and the campaign.

Responsibility for digital revenue and operational risk

Until now the technology and digital functions were separately led; the new Chief Digital Officer will hold both the platform and the digital P&L. Allwyn framed this as aligning the National Lottery's structure more closely with betting operators and with Walker's own William Hill background, which the company cited in the announcement.

Retaining Mark Smith as an adviser until June 2027 was presented as a continuity measure for systems on which the licence depends. The company said the digital chief will be judged quickly given the role of Interactive Instant Win Games in the recent declines.

Governance and scrutiny ahead

The restructure is the first senior reorganisation under Walker and takes place while his role remains interim. Two Members of Parliament already questioned his appointment to the Gambling Commission, and the permanent chief executive selection will be scrutinised. The National Audit Office's licence award review, scheduled for spring 2027, will examine whether the licence design maximises returns to Good Causes.

Allwyn has prioritised clearer accountability for channel performance and social impact as levers to restore growth while sales remain below prior periods. The operator did not quantify expected improvements or disclose severance costs.

"even more compelling reasons for people to play," the company said of the reorganised social impact remit.

Walker promised stronger growth and "much clearer accountability for performance."
