Silver Supports a Sports Betting Commissioner in the U.S.
Adam Silver backs the idea of a federal commissioner to oversee sports betting as integrity cases rise.

Adam Silver, Commissioner of the NBA, expressed his support for the proposal of a federal commissioner for sports betting in the United States. This endorsement comes at a time when sports integrity is being questioned, with several betting scandals occurring across the country. At an event in Las Vegas, Silver voiced his concerns about recent accusations involving current and former NBA players in an illegal betting case in Brooklyn.
Proposal for a Commissioner and Current Challenges
In May, during a federal hearing on sports betting, Senator Ted Cruz highlighted the need to restore integrity in sports. Additionally, former U.S. Attorney for New York, Carolyn Pokorny, proposed creating a commissioner with the power to conduct state-level investigations. Silver, a proponent of legalization prior to the 2018 PASPA ruling, expressed support for certain aspects of this proposal.
"I am in favor of regulation, as you can hear, and I believe that greater control is necessary to address this issue," commented Silver.
Betting Scandals in Brooklyn
The epicenter of the betting scandals has been a federal court in Brooklyn, where charges are being faced that link NBA figures. Damon Jones, a former teammate of LeBron James, has been arrested for sharing confidential information about a Lakers player, which was used by a betting syndicate to gain profits.
More than 30 individuals have been charged, and more guilty pleas are expected, including from the alleged leader of the scheme, Shane Hennen.
Interleague Collaborations and Betting Policies
Silver mentioned the possibility of forming a coalition among sports leagues to establish better practices in betting policies, such as betting manipulation and abuse in prediction markets. He emphasized that losing all proportional bets could significantly impact the revenues of sportsbooks.
"We don't have much control over how our intellectual property is used," lamented Silver, referring to betting on individual performances.
Debate on Federalism and Pokorny’s Model
At the state level, discussions continue regarding prediction markets. In North Carolina, a new law imposes a 6% tax on the revenues of prediction markets licensed by the CFTC. Steve Geller, founder of the National Council of Legislators from Gambling States, argues that the regulation of betting is a state jurisdiction, although Silver advocates for a unified federal framework.
Pokorny’s proposal, backed by Silver, aims to create federal controls similar to those established in the securities industry after repeated scandals.
Future of Sports Betting Regulation
A national regulatory framework would allow the NBA to operate under a single set of rules, avoiding the disparities in the current 40 jurisdictions. Additionally, the rise of prediction markets has led MLB to sign an agreement with the CFTC, designating an official market.
Being the first sports commissioner to comment on a potential coalition and a betting commissioner, Silver highlighted the need for controls to prevent issues like compulsive gambling. "We recognize that this is a form of entertainment, but people can quickly become overwhelmed, and those controls are essential," asserted Silver.
