The UK Gambling Commission Considered Suspending Evolution's License

The UK Gambling Commission (UKGC) considered suspending Evolution's license following identified violations in the area of anti-money laundering (AML). This came after Evolution's live dealer games were found available on unlicensed sites for British consumers. Last week, a settlement was reached for a fine of £4.75 million.

Violations and Investigation

The investigation revealed that Evolution had not maintained adequate AML control and customer verification in the UK. According to John Pierce, UKGC's Director of Compliance, "the investigation uncovered serious weaknesses in AML risk assessment and oversight in Evolution's supply chain." Particular attention was given to the insufficient risk assessment related to unlicensed operators.

Investigation Details

The investigation began in December 2024 after it became apparent that Evolution games were being supplied to unlicensed operators in the UK. From December 2023 to November 2024, the company's games were used on six unlicensed sites by two third parties. In December 2024, the UKGC officially notified Evolution of the violations.

Company Response and Measures

Evolution acknowledged the existence of violations and blocked access to its games for British users on the affected sites. The investigation also revealed multiple breaches of licensing conditions, including non-compliance with AML standards and the 2017 Anti-Money Laundering Regulations. This concerned license conditions 12.1.1(1-3) and 12.1.2.

Possible Consequences for the License

Pierce emphasized that "the severity of the violations was such that the question of license suspension had to be considered." However, Evolution's prompt response prevented its suspension. In 2025, the company implemented significant changes in its European operations to ensure compliance with licensing requirements.

Regulatory Response and Final Agreement

As a result, Evolution reached an agreement with the UKGC, which includes a fine payment and an independent audit of the British license over the next year. The company also pledged to cover the investigation expenses. Evolution's CEO Martin Carlesund noted that this agreement would not affect their operational activities in the UK.
