Brazil operates a regulated online gambling market overseen by SPA — Secretaria de Prêmios e Apostas. Licensed operators can serve local players under defined licence, tax and player-protection rules.
Brazil's regulated betting and iGaming market — known as “Bets” — went live in January 2025, ending years of legal limbo. Operators must hold a federal authorisation issued by the SPA under the Ministry of Finance.
Regulatory framework
Law 14.790/2023 and a series of SPA ordinances govern fixed-odds betting and online casino. Each authorisation covers up to three brands and is valid for five years. Operators must incorporate locally, hold significant share capital and keep customer funds and key infrastructure within Brazil.
