Mass baccarat drove Macau’s Q3 decline as slots barely offset losses
Non‑VIP baccarat fell 7.9% in Q3, a larger absolute drop than total casino GGR.

Key Takeaways
- Non‑VIP baccarat revenue fell 7.9% in Q3 to MOP33,612 million, a MOP2,884 million decline.
- Total casino GGR dropped 3.8% to MOP60,215 million in Q3 while slots rose 18.8% to MOP4,091 million.
- The baccarat decline alone exceeded the total market's MOP2,355 million GGR fall.
- Over nine months mass baccarat is down 1.0% and VIP baccarat is up 9.9%; casino GGR is up 3.2% to MOP187,116 million.
- Analysts expect a weaker Q4 and the government keeps its MOP236 billion 2026 estimate.
Non‑VIP baccarat tables in Macau produced MOP33,612 million in the third quarter, down 7.9% from MOP36,496 million a year earlier and 4.4% below Q2, the Gaming Inspection and Coordination Bureau (DICJ) reported. The MOP2,884 million decline on those tables exceeded the MOP2,355 million fall in total casino gross gaming revenue (GGR), which slipped 3.8% to MOP60,215 million in Q3.
One table game explained most of Q3's fall
The DICJ separates "VIP Baccarat" from "Baccarat" in its quarterly breakdown. The line labelled "Baccarat", which the DICJ and Inside Asian Gaming treat as covering mass and premium‑mass play, fell to MOP33,612 million from MOP36,496 million, a drop of MOP2,884 million (around $357 million). By contrast, every other category combined rose by MOP529 million.
VIP baccarat produced MOP16,906 million in Q3, effectively flat on the year at up 0.1% from MOP16,886 million and up 6.3% versus the second quarter's MOP15,901 million, lifting its share of casino revenue to 28.1% from 27.0%. The DICJ's VIP figure reflects the bureau's table classification inside integrated resorts; concessionaires often report VIP as a smaller share of their own revenue.
Combined, the two baccarat lines fell 5.4% to MOP50,518 million and still accounted for 83.9% of casino GGR. The non‑VIP baccarat share of casino revenue declined from 58.3% to 55.8% between the year‑ago quarter and Q3.
"The government had given no consideration to lowering its 2026 estimate of MOP236 billion," Chief Executive Sam Hou Fai said on 10 October, adding that October's figure would be crucial.
Slots and other categories
Slot machine revenue rose 18.8% to MOP4,091 million (approximately $507 million), an increase of MOP646 million on an unchanged fleet of 12,000 machines. Tables remained at 6,000, the DICJ said. The remaining table games, led by sic bo, fell 2.4% to MOP5,606 million.
Slots were the largest offset to the baccarat decline, but they represent only 6.8% of casino revenue versus 55.8% for mass baccarat, so the MOP646 million uplift from machines covered less than a quarter of the baccarat revenue loss. Year‑to‑date, machine revenue is up about 19%.
Quarterly trend in 2026
The quarterly series shows the mass segment weakening through the year. Non‑VIP baccarat was up 6.5% year on year in Q1, fell 1.2% in Q2 and fell 7.9% in Q3. VIP baccarat moved from 35.4% growth in Q1 to a 2.6% decline in Q2 and then flat in Q3. Over nine months, mass baccarat is down 1.0% while VIP baccarat is up 9.9%; total casino GGR is up 3.2% at MOP187,116 million for the first nine months (approximately $23.2 billion).
The DICJ noted no change in the count of operating machines and tables versus a year earlier. The closure of satellite casinos does not fully explain the pattern: Macau had 20 casinos at the end of 2025 versus 28 a year earlier, yet mass baccarat grew in Q1 without the satellites, and SJM's first half without satellites showed part of that business moving to its own casinos. The year‑earlier quarter was weakened by Super Typhoon Ragasa, which closed casinos in September 2025.
Analysts, operators and the budget
Analysts expect further softness in Q4. J.P. Morgan has cut its full‑year forecast to MOP249 billion, 1% above 2025, and expects Q4 GGR to fall 6%. Seaport Research Partners forecasts a 5% decline in Q4. Las Vegas Sands, parent of Sands China, will report Q3 results on 21 October after the US market close; Wynn Resorts will report on 5 November.
The government retains its MOP236 billion estimate for 2026, which requires MOP48.9 billion in Q4 against MOP66.1 billion in the same quarter last year. Sam Hou Fai said the government had not considered lowering that estimate.
Seaport Research Partners has linked the premium‑mass softness to weaker Chinese macro conditions and tax enforcement on offshore trusts held by wealthy individuals. The Macau Economic Association expects Q3 GDP to have fallen 2%, and noted August same‑day visitors rose 11.7% while overnight visitors fell 2.4%.
Why premium mass matters for margins
Since the exit of the junkets, concessionaires rebuilt around direct premium‑mass players, who sit inside the DICJ's "Baccarat" line. The 7.9% fall in non‑VIP baccarat hits the segment they have competed hardest for, at a time when concessionaires were spending a record share of GGR on commissions to win those players. Falling revenue on a cost base built for growth is a margin problem before it is a revenue problem.
The flat VIP line offers limited comfort: it is sensitive to hold and the DICJ's classification does not match operator definitions of VIP. The upcoming earnings calls from operators will give a clearer view of who lost share and where.
Slots growth may help margins by shifting some mass customers from tables to machines, but no realistic rate of slot expansion replaces a premium‑mass customer who has stopped coming or is betting less. October's GGR, due at the start of November, and the operators' earnings commentary will indicate whether the premium‑mass segment is pausing or resetting.
