Adam Silver Supports Proposal for Federal Oversight of Sports Betting in the US

NBA Commissioner Adam Silver spoke in Las Vegas during a challenging time for sports ethics. Scandals related to gambling have heightened the need for reform across the entire U.S. sports industry. At the NBA Summer League in Vegas, Silver addressed questions regarding league expansion and raised issues related to violations in the sports environment.

Adam Silver's Support for Federal Oversight Proposal

Silver, who has advocated for the legalization of sports betting since the PASPA decision in 2018, expressed to iGaming Business his support for elements of a proposal by former New York federal prosecutor Carolyn Pokorny. She has proposed the creation of a federal position with the authority to issue subpoenas in multi-jurisdictional investigations. Silver noted that federal oversight may assist investigations where leagues are limited.

"I am in favor of regulation, as you can hear, and believe more needs to be done to control this," said Silver.

Current State of Affairs in the Eastern District of New York

Recently, a federal court in Brooklyn has become the epicenter of the scandals involving illegal sports and poker betting. Over the past year, more than five NBA representatives have been charged in court for involvement in these cases. Among them, Dmitry Jones, a former teammate of LeBron James, was arrested for passing confidential information about a Los Angeles Lakers player.

Future Plea Deals

Of the more than 30 defendants, Jones has become the first to plead guilty in a conspiracy in a wire fraud case in US vs Earnest. He is scheduled to be sentenced in early 2027. Prosecutors informed Judge Ramón Reyes that they are close to plea deals with 11 defendants, including the alleged ringleader, Shane Henan.

Collaboration Among Leagues

In addition to basketball, a case against the Guardians players is being considered in Brooklyn for suspected match-fixing. The NFL and NHL are also facing similar issues, raising the question of a coalition between leagues to discuss practices in combating data manipulation and exclusive betting.

Debates Around Federalism

Leading lawmakers and regulators met in San Diego at a semi-annual conference to discuss prediction markets. Discussion focused on legislation and its potential consideration by the U.S. Supreme Court. In North Carolina, the new budget includes a 6% tax on commissions from predictive markets.

Steve Geller, founder of NCLGS, noted that regulation of betting has long remained a state issue and should not be handed over to federal authorities.

Establishing Standards

Silver supports the idea of establishing federal standards for sports betting. Alongside MLB, the NBA has been negotiating with the CFTC about a possible Memorandum of Understanding, but no formal agreement has yet been reached. Tonko and Cruz have sent letters to the leagues requesting information on preventing match-fixing.

Silver has become the first league representative to express the view about the possibility of creating a coalition and the role of a ‘Czar’ for betting. He suggests that such a coalition would help address data monitoring issues and problematic gambling.

"We recognize this as entertainment, but people can quickly lose control, and such measures are also necessary," he emphasized.
